In Texas we have long had a homestead exemption, but it is a minimal amount. With it, my taxes on a 1200 sf house on 1/9 acre ran about $2500/year. After I turned 65, I found that my locale has a really good Over 65 exemption; with that my annual tax bill has dropped to a little over $700. That covers city, county and schools.

Of course we do also have state and local sales taxes. When those no longer were deductible from income tax, I quit keeping track, but at a total of 8+%, it does add up.

Since Florida's plan is for owner/occupied homes, income producing properties would still be taxed. Those property's taxes would likely increase to make up for the loss from home owners' exemption, as cities and counties still need to be financed in some fashion.

If the Florida plan passes, I can foresee legal battles and possible fraud cases, given the current state of society.

At any rate, it's an idea whose time has come. And maybe, we'll also see a shift from income taxes to some form of consumption tax. We can hope and pray.
