Mike Johnson just attached the SAVE America Act to the reconciliation bill. The Democrat Senate Parliamentarian will block it. Maybe John Thune will fire her. But if not, Trump has a backup plan.
U.S. election mail (outbound ballots from officials and returned voted ballots) is specially regulated and almost always handled as USPS First-Class Mail. There are a few states who choose to allow other carriers like UPS, but federal law requires the voter to pay for that. So that's a pretty big bar to fraud, both in expense and in prosecutorial targeting.
The Post Offices around the country are practically jobs programs and low level hives of democrat political spoils. I can easily see local post masters ignoring Trump’s EOs and any laws that get passed to put his wishes into effect statutorially.
This will require significant enforcement. But you'll note: the EO prioritizes prosecuting public officials who let errors creep in. That includes USPS.
The post office tracks all parcels and knows what's not in them. It should treat ballots as parcels, parcels that don't have fraudulent ballots inside.

The assumption that black people don't have ID or can't figure out how to get an ID is racist and soft bigotry of low expectations. But the Democrats won't pass it. But President Trump's new postal rule is the next best thing. Maryland 447,000 ballots got mailed to the wrong people. They couldn't trace their own mail stream, so they had to reissue ballots wholesale. What a mess! This wasn't fraud but incompetence. Trump's new postal rule is basically that a state that wishes to use the federal mail to distribute and collect federal ballots must hand the Postal Service the names and addresses of the voters receiving them, along with unique barcodes affixed to the outbound and return envelopes. The Democrats as usual, are making up conspiracy theories about what Trump is "up to" with this rule. They claim he is trying to seize control of federal elections. This is nothing of the sort. Trump is using this rule to ensure the integrity of our elections.
